Post Office should be discounted by a liability amounting
approximately to $25,000 for transit charges on mails sent
via Siberia. The Sanitary Department again shows a con-
-siderable saving on the estimate, which is due to the
Colony's comparative immunity from Plague during the year.
The large decrease in Public Works Extraordinary is account
-ed for by the postponement of the Tytan Tuk Scheme
Second Section, and by delays on the part of the Contract-
-ors for the Kowloon Waterworks Gravitation Scheme, the
Law Courts and the Post Office.
The principal items making up the
increase in Miscellaneous Services are Loss in Exchange
transactions ($31,442), Refunds of Revenue on vacant tene-
-ments ($9,656) and Land exchanged at Tsim Sha Tsui with
the Hongkong and Kowloon Wharf and Godown Company ($10,261)
which completes the land exchanges with this Company
sanctioned in Mr. Lyttelton's Despatch No. 221 of 22nd.

time to permit of Legislative authority being obtained and
as it seemed desirable to discharge it before the close of
the year,
